Nigeria Launches National Strategy to Preserve Animal Genetic Resources and Advance Livestock Sector

In a major step towards revitalizing its livestock industry, the Federal Government of Nigeria has launched a National Strategy and Action Plan (NSAP) for the management of Animal Genetic Resources (AnGR). The initiative is designed to safeguard indigenous livestock breeds, boost animal productivity, and strengthen the country’s standing in global agricultural policy.

The launch event, which took place in Abuja, was presided over by the Minister of Livestock Development, Dr. Idi Maiha, who described the strategy as a milestone for Nigeria’s agricultural modernization. The policy was developed under the World Bank-supported Livestock Productivity and Resilience Support Project (L-PRES).

Dr. Maiha emphasized that this strategy aligns with Nigeria’s commitment to the Interlaken Declaration of 2007, an international agreement that urges countries to protect and sustainably manage animal genetic diversity as a foundation for food security, rural resilience, and climate adaptation.

“This strategy is a turning point in how we conserve and improve our livestock resources. It provides a roadmap for enhancing productivity, ensuring genetic diversity, and integrating global best practices into our livestock systems,” the Minister said.

Aligning with Global Frameworks for Livestock Innovation

The NSAP is built around the Global Plan of Action (GPA) for Animal Genetic Resources, a globally endorsed blueprint with 23 strategic priorities focused on conservation (both in vivo and in vitro), breed characterization, genetic improvement, policy strengthening, and capacity development.

The plan also outlines concrete actions to prevent the extinction of endangered indigenous breeds, address uncontrolled crossbreeding, and improve the infrastructure necessary for livestock production and health services.

Wake-up Call from Global Platforms

According to Dr. Sanusi Abubakar, National Coordinator for L-PRES, Nigeria’s observer-only status at the 13th Regular Session of the Intergovernmental Technical Working Group on AnGR at FAO Headquarters in Rome last year was a wake-up call. This limited role was due to the country’s lack of an operational strategy—something the newly launched NSAP is now set to change.

“We realized that Nigeria was falling behind on its global obligations and regional leadership in livestock innovation. The NSAP is our response—a comprehensive framework that sets us back on track and provides tools for implementation,” Dr. Abubakar noted.

To ensure effective implementation, the government also inaugurated a National Advisory Committee, which will guide coordination, monitor results, and promote inclusive stakeholder engagement across states.

A Path Forward for Food Security and Rural Prosperity

The strategy’s launch signals renewed national commitment to preserving animal biodiversity, promoting sustainable livestock production, and improving livelihoods for the millions who rely on animal agriculture across Nigeria.

By embracing modern genetic resource management, Nigeria aims to strengthen food systems, reduce vulnerability to climate change, and attract international investments in the livestock value chain.

As stakeholders look ahead, the NSAP is expected to position Nigeria as a regional leader in livestock science, innovation, and biodiversity conservation.
