When the Sea Becomes a Rabies Reservoir: How Cape Fur Seals Are Rewriting the Rules of a Deadly Disease

For more than a century, rabies has been understood as a disease of the land. Dogs, foxes, bats, raccoons, jackals, and other terrestrial mammals have long occupied the centre of rabies surveillance and control efforts, while the oceans remained largely outside the conversation. That assumption is now being challenged.

In an unprecedented development, the World Organisation for Animal Health (WOAH) has confirmed the sustained transmission of rabies among wild Cape fur seals (Arctocephalus pusillus pusillus) along the coasts of South Africa and Namibia. More than 100 laboratory-confirmed cases have been reported since 2024, while retrospective investigations suggest the virus had been circulating undetected for several years before its discovery.

The finding marks the first documented case of rabies establishing a self-sustaining transmission cycle within a free-ranging marine mammal population. Beyond its scientific significance, the outbreak serves as a reminder that infectious diseases continue to evolve in unexpected ways, demanding equally adaptive surveillance systems and coordinated global responses.

A Spillover That Refused to End

Rabies occasionally crosses into unusual hosts. Over the years, isolated infections have been documented in various marine mammals following accidental exposure to infected terrestrial animals. However, these infections have historically represented epidemiological dead ends, where the virus failed to spread further.

The Cape fur seal outbreak tells a different story.

Current genetic evidence indicates that the outbreak originated from a single spillover event involving a dog-associated rabies virus variant maintained by black-backed jackals in southern Africa. Instead of disappearing after infecting one animal, the virus adapted successfully enough to continue spreading between seals.

That distinction is critical.

Rather than experiencing repeated introductions from infected terrestrial animals, Cape fur seals now appear capable of maintaining rabies transmission within their own population. In disease ecology, this effectively creates a new wildlife reservoir—an event never before documented in free-ranging marine mammals.

Why Cape Fur Seals?

The biology of Cape fur seals unintentionally creates ideal conditions for viral transmission.

These animals form densely populated breeding colonies that can contain thousands of individuals living in close physical contact. Territorial disputes frequently involve biting, while interactions between adults and pups create numerous opportunities for saliva-borne pathogens to spread. Coupled with their ability to travel long distances along the southern African coastline, infected seals may carry the virus between colonies before clinical signs become apparent.

For a virus primarily transmitted through bites and saliva, few environments offer more favourable conditions.

A Growing Public Health Concern

Rabies remains one of the world’s deadliest viral diseases. Once clinical symptoms develop, survival is exceptionally rare.

Although the current outbreak is concentrated among wildlife, it has already created significant public health concerns.

By May 2026, authorities had recorded more than 145 human exposure incidents involving potentially rabid Cape fur seals. These exposures include bites, scratches, and situations where infected saliva may have contacted broken skin or mucous membranes.

Fortunately, exposure does not automatically translate into infection. Prompt administration of rabies post-exposure prophylaxis (PEP) remains highly effective when delivered before symptoms appear. Nevertheless, the number of reported exposures illustrates how changes in wildlife disease dynamics can rapidly extend beyond conservation into public health.

Even more concerning are reports of abnormal aggression among infected seals. Animals that would ordinarily avoid close interaction with humans have instead displayed neurological signs characteristic of rabies, including unusual aggression, disorientation, impaired coordination, and unpredictable behaviour.

More Than a Wildlife Story

The implications extend well beyond seals.

Cape fur seals inhabit extensive stretches of coastline across South Africa and Namibia, moving between breeding colonies and interacting with diverse marine ecosystems. Scientists are now investigating whether infected seals could expose other marine mammal species, potentially expanding the ecological footprint of the disease.

At present, there is no evidence that rabies has become established in other marine mammals. However, the emergence of sustained transmission in one species demonstrates that long-held assumptions about host barriers deserve renewed scrutiny.

It also raises broader questions.

Could other wildlife pathogens similarly adapt to marine environments?

How many spillover events go undetected before surveillance systems identify them?

What other ecological shifts are occurring beneath the surface?

These are no longer hypothetical discussions.

The One Health Lesson

Perhaps the most important takeaway is that this outbreak did not begin in the ocean.

Available evidence suggests the virus originated from a dog-associated rabies variant circulating among black-backed jackals. In other words, a disease traditionally managed through terrestrial animal vaccination has now crossed ecological boundaries into marine wildlife.

The lesson is both simple and profound: diseases do not recognise the boundaries humans draw between domestic animals, wildlife, ecosystems, or nations.

This is precisely why the One Health approach has become central to modern disease control. Effective surveillance depends on collaboration between veterinary professionals, wildlife authorities, environmental scientists, public health agencies, and diagnostic laboratories. Weakness in one part of the system inevitably affects the rest.

Why Dog Vaccination Still Matters

Ironically, one of the strongest messages emerging from this marine wildlife outbreak has very little to do with seals.

WOAH continues to emphasise sustained dog vaccination as the cornerstone of global rabies prevention.

Dogs remain responsible for approximately 99 percent of human rabies cases worldwide, particularly in regions where vaccination coverage remains inadequate. Preventing rabies within domestic dog populations not only protects human communities but also reduces opportunities for the virus to spill over into wildlife, where entirely new transmission cycles may emerge.

The Cape fur seal outbreak demonstrates that every uncontrolled reservoir creates opportunities for the virus to surprise us.

Looking Ahead

The emergence of rabies among Cape fur seals represents one of the most remarkable wildlife disease events in recent decades. It reminds us that pathogens continue to evolve alongside changing ecological conditions and that assumptions built on decades of experience can be overturned by a single unexpected event.

For veterinary professionals, the outbreak reinforces the value of robust surveillance systems capable of detecting unusual disease patterns before they become established.

For policymakers, it highlights the need to strengthen One Health collaboration across sectors.

For the public, it serves as another reminder that preventing diseases like rabies begins long before the first human exposure occurs.

As surveillance continues along the southern African coastline, scientists will be watching closely to understand how this new wildlife reservoir evolves. The answers could reshape not only rabies control strategies but also our broader understanding of how infectious diseases adapt to an increasingly interconnected world.

Sometimes, the next frontier in disease emergence is not hidden deep within the forest.

Sometimes, it is waiting at the edge of the sea.

    Very sad. Municipalities do not put enough emphasis on Animal Services, which is far more than animal redemption. We need to have free vaccinations in all municipalities for animal companions.
